This is overwhelmingly targeting the “delete/tamper/defeat” end of the tuning market i.e. DPF delete, GPF delete, AdBlue delete, EGR delete, Cat delete, emissions-off remaps etc etc. Not a blanket ban on modifying cars with performance enhancing mods. In fact, the DfT explicitly says it is not seeking to prohibit all vehicle modifications and is not trying to stop owners/businesses fitting non-OEM parts, either.
