It's a big enough problem, and the solution is sufficiently desirable, that it needs and merits central coordination. That will put some noses out of joint. If the government wants manufacturers to spend tens and hundreds of billions creating compelling EVs, and energy networks to spend similar amounts on building the required infrastructure, then those industries needed confidence that this IS going to happen, which the legislation provides.
